Intelligent manufacturing has become the global development trend in today's manufacturing industry and is the main focus for promoting the deep integration of informatization and industrialization in China for the coming period. To advance the development of intelligent manufacturing, 2015 3 month 9 day, the Ministry of Industry and Information Technology issued the "Notice on Carrying out the Special Action for Intelligent Manufacturing Pilot Demonstration in the Year" and distributed the "Implementation Plan for the Special Action for Intelligent Manufacturing Pilot Demonstration in the Year" 2015 year intelligent manufacturing pilot demonstration special action notice" and issued the " 2015 year intelligent manufacturing pilot demonstration special action implementation plan" ( hereinafter referred to as the "Implementation Plan" ) , decided to launch the special action for intelligent manufacturing pilot demonstration starting from 2015 year to promote industrial transformation and upgrading and accelerate the construction of a manufacturing power.

Intelligent manufacturing is an advanced manufacturing process, system, and model based on new generation information technology, covering all aspects of manufacturing activities such as design, production, management, and service. It features deep information self-perception, intelligent optimization and self-decision-making, and precise control and self-execution. It is characterized by intelligent factories as carriers, intelligent key manufacturing links as the core, end-to-end data flow as the foundation, and network interconnection as support. It can effectively shorten product development cycles, reduce operating costs, improve production efficiency, enhance product quality, and reduce resource and energy consumption.

The "Implementation Plan" clarifies the overall approach and objectives of the special action. It emphasizes adhering to the principles of basing on national conditions, overall planning, classified policies, and phased implementation, with enterprises as the main body, market orientation, and application as the entry point, continuously promoting pilot demonstrations. Through pilot demonstrations, the autonomous capabilities of key intelligent components, equipment, and systems will be greatly improved; the intelligence level of products, production processes, management, and services will be significantly enhanced; the intelligent manufacturing standardization system will be initially established; and the intelligent manufacturing system and public service platform will take shape. Pilot demonstration projects will achieve a 20% reduction in operating costs, a shortened product development cycle, 20% improved production efficiency, 20% reduced product defect rate, 10% and increased energy utilization efficiency. 4%。

The "Implementation Plan" deploys the specific work for 2015. It will focus on key manufacturing links, selecting pilot demonstration projects in key regions, industries, and enterprises with good basic conditions and urgent needs, and carry out pilot demonstrations in categories such as process manufacturing, discrete manufacturing, intelligent equipment and products, new intelligent manufacturing business models, intelligent management, and intelligent services. 6 To promote the implementation of the special action, the "Intelligent Manufacturing Pilot Demonstration Element Conditions" will be compiled and released soon, based on which more than 30 intelligent manufacturing demonstration projects will be selected. At the same time, the construction of a comprehensive intelligent manufacturing standardization system will be deployed, intelligent manufacturing network security capability will be developed, research on the medium- and long-term development strategy of intelligent manufacturing and major project demonstrations will be organized, and the 2015 World Robot Conference of the year will be convened.
